Foreign Supplier Verification Plan

This is basic requirement by FDA that FDA can request the importer to deliver the all procedures and record in the supply chain in 24 Hours.
Require the domestic “importer” of the domestic import food safety regulatory responsibility-Foreign Supplier Verification Plan (FSVP)
Check whether foreign suppliers meet US food safety regulations 21 CFR, 117 include

• Monitoring the shipment records,
• Batch inspection record,
• Batch-by-batch verification record,
• Annual on site audit,
• Check safety plan such as risk analysis (Hazard Analysis Risk based Prevent Control, or HACCP),
• Review the supplier's preventive control program,
• Regular sampling, etc.
  
  

The above verification data is kept for more than two years, and the FDA can request the FSVP to be completed by the third-party auditor or the relevant check-up procedure in the supply chain management system at any time (in 24 Hours).


FSVP rules (2019 JUL full implementation)
Importers are required to conduct a hazard analysis and risk assessment before importing food into the United States to determine at least one appropriate verification measure.
The verification measures must be carried out by “qualified personnel” such as  with educational training and experience (may be the following )
Importer Employees ( PCQI)
Third party auditor (Such as the Best ISO auditors)
Foreign government personnel
